Home Energy Assistance Program (HEAP) Financial Assistance is available to defray heating fuel costs under the HEAP Program The Nassau County Department of Social Services offers financial assistance to all eligible residents under the federally funded Home Energy Assistance Program (HEAP). Eligibility Eligibility for this program is based on gross monthly income and household size. Targeted households for this benefit are adults 60 and over, persons who are disabled, and vulnerable individuals defined as children under the age of eight years old. Persons who pay for heating fuel may be eligible to receive a benefit based on fuel type, income, and household size. Renters, whose heat is included in their rent, may be eligible to receive a small renter’s benefit. The emergency HEAP component, which began November 1, 2002, can be used to prevent utility shut offs, provide emergency fuel deliveries, and repair or replace essential applicant-owned heating equipment. Generally, a household must utilize all liquid resources to be eligible for emergency HEAP, with the exception of heating equipment and replacements.
